General Guidance

  • This FAQ is provided for clarification only. The official RFP governs all requirements, rules, and instructions, and its provisions take precedence over any information in this FAQ.

Eligibility & Partnerships

A: No, we do not maintain or distribute a list of potential partners. Applicants are responsible for identifying their own collaborators. As a resource, you may wish to consult the NYS Waste Tire Management website.

The Tire Industry Association (TIA) has agreed to circulate teaming requests to aligned NYS companies. Applicants may fill out a teaming request form located below, which will be shared with TIA for this purpose. View Form >

Note: submitting the form does not guarantee a response; any follow-up is at the discretion of the NYS companies.

A: Yes. The experience and business history of the legal parent company may be used to satisfy the three-year requirement.

A: Yes. Prior sales or deployments do not automatically disqualify a project. Eligibility depends on whether the work demonstrates and advances the technology as outlined in the RFP. Award selection is based on merit review criteria and evaluation, as outlined in the RFP.

A: The lead applicant is the entity that is responsible for the overall execution and management of the project. They are responsible for achieving project milestones, coordinating with project partners, overseeing the budget, ensuring compliance with all applicable terms, and reporting to the funding agency (REMADE). The project team should decide which organization is best to serve in this lead capacity.

Proposal Roles & Submissions

A: Yes. An individual may serve as PI on one proposal and in other roles on additional proposals.

A: No. There are no restrictions on the number of submissions per PI or institution.

Budget & Cost Share

A: REMADE funding is capped at $250,000 per project.

A: For Technology Development Projects: 

  • Grants will not exceed 50% of the total eligible project cost, with a maximum grant award of $250,000.
  • Examples:
    • Total project cost: $400,000 → 50% grant = $200,000
    • Total project cost: $500,000 → 50% grant = $250,000 (maximum)
    • Total project cost: > $500,000 → grant capped at $250,000
  • Key point: For projects above the threshold amounts ($500,000 for Development), the applicant’s cost share will naturally exceed the minimum percentage because REMADE funding is capped at $250,000.

A: For Technology Demonstration Projects:

  • Grants will not exceed 80% of the total eligible project cost, with a maximum grant award of $250,000.
  • Examples:
    • Total project cost: $200,000 → 80% grant = $160,000
    • Total project cost: $312,500 → 80% grant = $250,000 (maximum)
  • Key point: For projects above the threshold amounts ($312,500 for Demonstration), the applicant’s cost share will naturally exceed the minimum percentage because REMADE funding is capped at $250,000.

A: No. There is no fixed or arbitrary limit on IDC.

A: No. There is no limit on the project budget, however budgets must meet the cost share requirements as described in response to the question above.

A: Yes. There are no geographic restrictions on the use of funds; however, any international costs should be clearly identified and justified in the proposal.

A: Engineering design costs that are directly and reasonably attributable to the proposed project are generally considered reimbursable, whereas general or non-project-specific engineering costs are not allowable. The final determination of allowable and reimbursable costs will be made during the negotiation and contracting phase for selected proposals.

Submitting this form does not guarantee a response. Forms are routed through the Tire Industry Association (TIA), who will share the information with NYS members. Member companies will have the option to respond. This process does not replace the applicant’s responsibility to actively seek and engage project partners.
